The thing about shipping Korra and Mako is, in season 1 they were absolutely the definitive ship. Mako strays a little and cheats with Asami, but that gets dismissed with "teenagers", and Korra and Mako get back together, and Korra even punches through Airbending because her beloved Mako was being threatened. And then at the end Korra rejects Mako's love because she's feeling suicidal since she lost most of her bending, but then she gets her bending back via Aang ex-machina, so she immediately accepts Mako's love. The End.

But then the show got hit with two problems. One, everyone hated the badly-written romance in Korra S1, and two, Nickelodeon asked for more Korra, but Mike and Bryan hadn't planned for anything more than one season, so they asked themselves "Where do we go from here?" with a love story that they had already ended.

Mike and Bryan's solution (taking cues from the Korra/Mako hate) was "Mako is a s***ty boyfriend", so the Korra/Mako ship is torpedoed, and they break up, but then Korra gets amnesia and s***ty Mako rolls with it in front of everyone instead of hitting the brakes and speaking up, so they're back together again, and then they break up again because their ship is doomed. It's kind of amazing how bad this writing is. Like, we're watching waste circle the drain, but we're doing it with things like amnesia storylines. But it's okay because "teenagers" (no it's not okay, that justification has been strained too far).
So then for season 3 and 4, Mako is truly finished as a romantic candidate (assuming there will be no more twists), and Mike and Bryan decide that they want to spin the love triangle and do a lesbian ship with Korra and Asami. But Nickelodeon says "No"… so… there just isn't any ship. Now the romance in the show is only coming from people like Bolin or Jinora. And Mako as a character is a useless appendage on the show (beyond being a Firebender in the fight scenes). Until the final scene of season 4, where Mike and Bryan yell "Korra and Asami are lesbians bye!" and run out the door before Nickelodeon can say anything.
