The ultimate goal of these policies is to have public safety in mind. This was challenged after 911 and in cases like Arizona v. United States. Policies were changed and brought into place, so therefore agencies on all levels were affected. Agencies had to be retrained or newly educated to the new policy standards, for example, in 911 terrorism preparedness. Another excellent example of the agencies being affected is in the 2008 financial crisis; there were cutbacks and hiring freezes in many police agencies. 2020 Corona virus Disease outbreak will be another crisis for us to learn from and to develop new policies.
